Before the 2011 Tohoku Earthquake, production of carnations was a major industry in Futaba, Fukushima. In this area that will be developed in the wake of the reconstruction effort, a Carnation Hill and a Memorial Tower, were planned as symbols, to never forget the memories of the past. In order to unify the Reconstruction Prayer Park with the Carnation Hill which is separated by a road, the abundant supply of decontaminated soil was mounded to form the Carnation Hill and a bridge connects the two sites. The tower uses renewable energy to be a self-sufficient building, in the hopes that this place would remain a symbol of rebuilding where the memories of the earthquake and recovery will be remembered.
