Generally, hall facilities, when there are no events, are large closed-up and unmanned boxes. They are only used by people with an intent. Therefore, the hall is lifted up to second floor and a large public space is created below, so people can utilize the space everyday as a place for recreation and relaxation. Moreover, the creation and exchange sections are planned in the basement level by using the difference in height, so that the entrance lobby is open for people, and it is possible to locate an open restaurant, cafe, and information corner there. Furthermore, people can enjoy this space by holding events such as exhibitions, food fairs and flea markets, etc.
