The project is themed as “Mito Civic Forum” and the site is located between Keisei Department Store, a commercial facility crowded with many shoppers, and the Mito Art Center, a point of high culture. It is planned as a venue that combines the characteristics of both commercial and cultural facilities, with cultural performance art, business conferences and exhibition conventions. Therefore, a public square is located under the volume of the three halls to hold various commercial and cultural events. In addition, integrated commercial and cultural activities will be introduced in the block on the east side of the project site. The “Mito civic Forum” will be a device that creates a flow of people from Keisei Department Store to Art Tower Mito.
